Does rotating PDF pages reduce quality?

JoyPDF adjusts rotation metadata and display transforms rather than rasterising pages - vector text and embedded images stay at source resolution. Repeated rotate-save cycles don't accumulate blur unlike photographing a screen. If a page was already a low-quality scan, rotation won't improve pixels - it only turns them upright. Can I undo rotation after download?
